This error is especially caused due to one of the following possibilities:
Unable to access the server due to network timeout
Not proper connection of computer to the internet.
Blocked connections due to Internet security or firewall settings.
The default browser might not be Internet Explorer
SSL checkbox might be removed in Internet Explorer Option
